Energy Conservation Investment

DoD's Energy Conservation Investment Program (ECIP) improves the energy and water efficiency of existing Military Services' facilities. The program's projects help the Military Services save on energy usage and cost. Reducing energy consumption helps offset DoD's rising energy costs.

Effective

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • Energy and water usage reductions at the Military Services' facilities have been worth approximetely $1.5 billion on an ECIP investment of $533 million, which yields a Savings-to-Investment Ratio around 3:1, one of the highest in the Federal government. ECIP budgets are allocated to Military Service components that meet obligation goals and maintain quality of projects.
  • The program has clear and ambitious goals. At the end of FY 2006, DoD reduced energy consumption by about 5.5% on a BTU per square footage basis compared to the 2003 level, and water consumption nearly 30% also compared to the FY 2003 level. DoD's efforts will be spurred by the Executive Order 13423 goals.
  • DoD is increasing investment in energy conservation to reduce the Department's reliance on fossil fuels by re-capitalizing its aging energy infrastructure with new energy efficient technology. Reducing energy consumption helps offset DoD's rising energy costs, and will continue to help meet the statutory renewable energy goal of a 7.5% reduction by FY 2013 and the DoD goal of 25% by 2025.

We are taking the following actions to improve the performance of the program:

  • Ensuring a competitive ECIP program obligates funds promptly, produces high returns, and saves renewable & other energy by finding reduction opportunities at existing Military Services' facilities.
  • Proposing annual increases of $10M over FY 2006 funding of $50 million up to $120 million in FY 2013 to take advantage of DoD's Savings Ratio from ECIP-funded projects, and save more energy.
  • Making program policy and criteria more available and explained to the DoD program's Federal & other contacts through the improved ECIP web site.
