Coal Energy Technology
This program researches ways to use coal more cleanly and efficiently. It encompasses all Department of Energy research and development related to coal-fueled power, including converting coal into synthetic gas, reducing emissions of air pollutants, and capturing greenhouse gases that could harm the environment.

PERFORMING Adequate
This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
- The program can articulate potential public benefits from advancing coal technology. The program's goal is to achieve public benefit by assuring the availability of abundant low cost, domestic energy to fuel economic prosperity and strengthen energy security.
- The program does not adequately hold Federal managers and program partners (including contractors) accountable for cost, schedule, and performance results.
- This program and other applied research and development programs at the Department of Energy are working to improve their estimates of potential program benefits and use that information to guide budget decisions. The program has made progress, but estimates are not yet comparable between programs because of different modeling methods and assumptions.

We are taking the following actions to improve the performance of the program:
- Increasing the use of periodic, independent evaluations of the program in order to improve the focus and performance of program activities and ensure that resources are being spent on priorities.
- Evaluating practices and enforcing existing requirements for holding Federal managers and program partners accountable for cost, schedule and performance results.
- Developing guidance that specifies a consistent framework for analyzing the costs and benefits of research and development investments, and using this information to guide budget decisions.
