The Residential Substance Abuse Treatment program provides grants to states to develop, implement, and provide residential substance abuse treatment programs within their correctional systems.

  • Assessing the program's impact on substance abuse behavior has been hindered by the failure of many grantees to provide consistent, reliable data.
  • The ability to link funding and performance has been complicated by variance in treatment costs among grantees.
  • There have been few independent evaluations of either state grantees or the overall program--as a result, the program's impact is unknown.

We are taking the following actions to improve the performance of the program:

  • Improving the automation of performance data collection and handling to better track how the program is performing.
  • Making performance data available to the public via the internet and publications.
  • Developing long-term goals for reducing drug abuse relapses among participants in residential substance abuse treatment programs operated by grantees.
