General Services Administration - Vehicle Acquisition

This program consolidates Federal vehicle requirements and contracts with a wide selection of vehicle manufacturers to allow Federal agencies to buy cars and other specialized motor vehicles at prices well below commercial rates.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • Federal agencies are required to purchase all their non-tactical vehicles from this program. In a typical year, these purchases amount to over 60,000 vehicles valued at nearly $1.2 billion. On average, these vehicles are purchased at savings of over 20% off of the manufacturers' invoice prices.
  • The program developed long-term outcome goals and annual performance measures which are linked to agency strategic goals. However, the program is still trying to clarify the relationship between resource levels and performance results.
  • The program still needs to commission a regular, independent evaluation of its performance.

  • Defining the relationship between resource levels and performance results.
  • Commissioning regular, independent outside evaluations of this program that would assess its performance against commercial and other vehicle fleet acquisition programs.
  • Annually reassessing targets for performance measures where actual results indicate that more aggressive targets are appropriate.
