Trade Adjustment Assistance

Trade Adjustment Assistance provides training and income support to workers who lose their jobs due to imports or a shift in production to certain other countries. In addition, program benefits include job search and relocation allowances, wage insurance for older workers not in training, and a health coverage tax credit.

NOT PERFORMING
Ineffective

Programs receiving this rating are not using your tax dollars effectively. Ineffective programs have been unable to achieve results due to a lack of clarity regarding the program's purpose or goals, poor management, or some other significant weakness.
  • Program oversight and management by the Department of Labor and the states need to be strengthened in order to improve program performance. The program has not had ambitious performance goals; state reporting of performance information is not timely or accurate; and procedures to measure and improve efficiency and cost effectiveness are lacking.
  • The program has a flawed design. It is partially duplicative of other Federal job training programs, such as the Workforce Investment Act (WIA) dislocated workers program, yet it fails to provide the reemployment assistance and placement services that are important to improving program outcomes.
  • The program instituted new financial management practices in response to an earlier assessment finding. It adopted a formula approach to allocate training funds to states, while retaining a national reserve to meet unanticipated needs. This change has allowed the Department and the states to better manage their limited training funds.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Adjusting the formula for allocating training funds to the states to better reflect the current need for training.
  • Developing an internal review process to verify the accuracy of trade petition certifications and denials.
  • Adopting efficiency measures that are linked to performance outcomes, account for all costs, and facilitate comparisons across Department of Labor training and employment programs.
