Military Assistance to New NATO and NATO Aspirant Nations

The program provides U.S. military equipment, services and training to countries that have recently joined NATO (Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, Slovenia) or been offered Membership Action Plan or aspirant status (Albania, Croatia, Macedonia).

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The Departments of State and Defense work together to set strategic goals for the program. Program goals, such as the percentage of NATO countries investing adequately in strengthening military capabilities, are reviewed annually in a structured review process to determine annual assistance levels to be requested from the Congress.
  • Program results are positive in countries recently given NATO membership and in those countries being considered for membership. Under US and NATO guidance, most countries have adopted or plan to develop military force objectives that support NATO goals including target force structures and professional development programs for military personnel.
  • The Departments of Defense and State at times have competing priorities for military assistance to NATO aspirant countries that reflect both limits on available assistance funding and competing foreign policy goals. State and Defense remain committed to a close working relationship on military assistance that best serves overall US interests.

We are taking the following actions to improve the performance of the program:

  • Coordinating annual budgets between the State and Defense Departments, including European Command (EUCOM), to develop more specific long-term goals with timeframes.
