Organization for Security and Cooperation in Europe Programs

This program provides funding to the Organization for Security and Cooperation in Europe (OSCE) to support stability operations in the independent states of the Former Soviet Union and southeastern Europe including Bosnia and Herzegovina, and Croatia.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • Significant improvements have been achieved in the areas of strategic planning and program results. The Office of the Coordinator of U.S. Assistance to Europe and Eurasia has established targets for economic, social and democratic reforms in countries supported by OSCE activities and allocates resources to best meet overall US goals in the region.
  • Providing assistance to the Organization for Security and Cooperation in Europe through the Peacekeeping Operations account was found to be duplicative of other assistance programs including the Support for East European Democracy and FREEDOM Support Act accounts.
  • Beginning in FY 2006, funding for this activity will be centralized in the Support for East European Democracy and FREEDOM Support Act accounts to streamline and prioritize US assistance programs.

  • Ensuring that managers and program partners are held accountable for key program results.
  • Prioritizing funding for this activity within regional allocations in the Support for East European Democracy and FREEDOM Support Act accounts in FY 2006 and FY 2007.
