Child Survival and Health - Population

USAID's family planning and reproductive health programs reduce unintended pregnancy and promote healthy reproductive behaviors by expanding access to voluntary family planning services and information, and reproductive health care. USAID's programs enhance the ability of couples to decide the number and spacing of births.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program has made significant progress toward achieving annual and long-term performance goals. Across a large sample of countries receiving this assistance the percent of married women using modern contraceptive methods has risen from 30.1 percent in 1999 to 38.4% in 2007 and the percent of demand satisfied for modern methods of family planning has increased.
  • The program continues to address its management deficiences. In the past three years the program implemented a funding allocation model to strategicly align resources with need. However, agency-wide the financial management systems still require improvement. This issue is in the process of being addressed.
  • This program is decentralized. Mission programs focus on direct provision of family planning services and information while central office programs focus on biomedical, operations, and social science research, commodity procurement, logistics and technical leadership. This structure creates a complementary program.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Using the funding allocation model to rank countries globally to determine the best priority use of family planning and reproductive health funding. Justifing how the model impacts budget decisions.
  • Defining U.S. assistance graduation criteria for countries and strategies for countries currently receiving family planning and reproductive health funding within reach of such criteria.
  • USAID is addressing Agency-wide management system issues.
