Visa and Consular Services

The program protects U.S. citizens domestically and abroad and safeguards U.S. borders. Consular Affairs administers laws, formulates regulations, and implements policies relating to the adjudication of visa and passport applications and a broad range of consular services provided to American citizens.

What This Rating Means

PERFORMING
Effective

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • This program is predominantly fee funded (through visa fees, expedited passport fees, and surcharges). Annual funding is therefore subject to funding shortfalls due to demand decreases in any of the travel categories. However, a new surcharge has been created to address immediate shortfalls.
  • Consular Affairs has established mechanisms for tracking revenues and resource needs in order to maintain transparent budgets and recognize achievement of results.
  • The State Department has achieved or surpassed its performance goals. Over 7 million visa applicants are interviewed each year. While rolling out the new e-passport in 2006, the Department issued more than 12 million passports compared to 9 million in 2004. In the last five years, the Department has assisted the adoption of more than 100,000 children.
