Alcohol and Tobacco Tax and Trade Bureau Protect the Public Program

This program assures the integrity of alcohol products and industry members in the marketplace; ensures compliance with laws and regulations pertaining to Federal commodity, safety and distribution by regulated industries; and provides information to the public to prevent consumer deception.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The overall program purpose is clear. ATF (now TTB) ensures compliance with the Federal Alcohol Administration Act and the Internal Revenue Code and protects the integrity of the alcohol products on the market through inspection of manufacturing sites and review of labels and formulas.
  • The program has demonstrated results based on its historical performance measures. However, the current measures do not sufficiently capture the impact of the program's performance on public safety (ATF, now TTB, has only one long-term performance measure).

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Establishing baselines and targets for new measures.
  • Studying the obstacles to increasing the number of electronic COLA applications received.
  • Coordinating with other relevant federal agencies on consumer product safety labeling rules pertaining to consumable products.
