PERFORMING Adequate
This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
- The system has begun to focus resources on the core mission population of disabled, lower-income and special needs veterans by improving and prioritizing access.
- The system administrators collect data and assess activities through use of critical performance measures including the Clinical Practice Guidelines Index and the Prevention Index. Department officials meet regularly with the field to assess measures, improve performance, and share best practices. The health care system is recognized by independent reviewers for its excellent quality of care.
- The medical care budget requests are not fully linked to program performance. The program has not been able to develop forecasts of costs and performance. These estimates are necessary for resource and service planning.

About Improvement Plans |
We are taking the following actions to improve the performance of the program:
- Implementing policies that will direct resources to veterans with disabilities, lower-incomes, and special needs.
- Accelerating collaboration with the Department of Defense and other Federal agencies, and improving data collection activities for health insurance coverage, enrollment and eligibility information.
- Taking initial steps in linking performance to budget by developing an approach that provides senior leadership with information on the marginal costs of improving performance.
