The 21st Century Community Learning Centers program enables communities to establish or expand centers that provide activities that extend learning opportunities, such as before- and after-school programs, for students and related services to their families.

- The 21st Century program, reformed under the No Child Left Behind Act, focuses on promoting students' academic achievement, unlike the previous version of the program.
- The program has implemented a technical assistance strategy to help local after-school programs implement practices that are proven to be effective in improving academic achievment.
- The program has developed an online annual performance reporting system to collect subgrantee performance data. This allows the program to assess how local grantees are performing, to share best practices, and to focus technical assistance on the areas of greatest need.

We are taking the following actions to improve the performance of the program:
- Implementing technical assistance strategies for grantees through activities such as Summer Institutes and the Partnership of Quality After-School Learning.
- Collecting performance information (including efficiency data) about the program, through the data collection system and program evaluations.
- Using performance information to identify areas that need improvement.
