The program develops laboratory capabilities to create/measure extreme conditions of temperature, pressure, and radiation, approaching those in a nuclear explosion and conduct weapons-related research in these environments.

PERFORMING Effective
This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
- The program is better managed than it was several years ago when cost increases and schedule delays in the construction of the National Ignition Facility threatened to halt it.
- Clear, succinct performance measures need to be developed, though the challenges associated with schedule uncertainties have made developing such measures difficult.
- Although numerous external evaluations have supported the need for the program, there are parts of the Department of Defense that rank Inertial Confinement Fusion Ignition lower on the priority list than many other nuclear weapons-related programs.

We are taking the following actions to improve the performance of the program:
- Refining the performance measures that clearly describe the goals and results of the program.
- Continuing to improve the responsiveness of the Nuclear Weapons Complex Infrastructure by coordinating program activity with the Complex Transformation Strategy Record of Decision.
- Continuing to improve the efficiency and cost effectiveness of the Nuclear Weapons Complex by integrating program requirements into the new Defense Programs National Level Work Breakdown Structure.
