Bureau of Reclamation - Science and Technology Program
The program coordinates the Bureau of Reclamation's technical and scientific research on western water issues. This research includes technology that will help better manage scarce western water, and improve the performance of Reclamation's existing water & hydropower infrastructure.

What This Rating Means |
PERFORMING Effective
This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
- Determination of research priorities and project selection is competitive and has significant oversight from a variety of stakeholders, internal and external reviewers, and peers in the research community. The program is also a leader in its proactive implementation of electronic management and documentation.
- The program has established innovative and useful performance measures (such as tracking the economic net present value of research program innovations or improving the rate of technology transfer to program customers), but is falling behind in establishing baselines for some of them.
- The program does a good job of coordinating with other researchers to avoid duplication of research. There is some question as to whether research funding should be more centralized within Reclamation, such as by moving similar water conservation research directly into the Science & Technology program.

About Improvement Plans |
We are taking the following actions to improve the performance of the program:
- Establishing baselines for those performance measures which do not already have them, and collecting performance data for those that already have baselines.
- Re-examining whether or to what extent the Federal government should carry out water and hydropower-related research.
