Support for East European Democracy/Freedom Support Act
The Office of the Coordinator of U.S. Assistance to Europe and Eurasia is responsible for strategic planning, budgeting, and performance measurement for U.S. Government assistance to the Central and Eastern European and Eurasian countries intended to promote democratic, economic and other types of reform.

PERFORMING Effective
This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
- The Office of the Coordinator plays a unique, Congressionally mandated role of oversight and coordination and is improving its ability to ensure the efficiency and effectiveness of US assistance. It is the interface between U.S. foreign policy objectives and the almost two dozen agencies that implement programs in the two regions, as well as other foreign donors.
- The Coordinator's Office established economic and democratic reform measures, which are based on independent and highly credible sources. Established targets estimate when the economic, social, and democratic reforms in program focus countries will most likely become irreversible. To date, eight countries have graduated from this assistance and two more are expected to graduate during 2007.
- The Coordinator's Office created a Program and Budget Division, which focuses on linking and integrating performance measurement data into the budget planning process. It has consolidated the best practices of the previous offices to maximize the efficiency of assistance coordination.

We are taking the following actions to improve the performance of the program:
- Using performance information to support budget requests.
- Implementing recommendations of a recently conducted evaluation, including further clarifying and communicating the Coordinator's mandate and improving relations with regional program management.
- Finalizing guidance to address issues of coordination, oversight of performance, and resource allocation and disseminating to all involved in U.S. assistance to Europe and Eurasia.
