Public Defender Service for the District of Columbia

The Public Defender Service (PDS) provides legal representation to indigent adults and children in the District of Columbia. Under the 1997 National Capital Revitalization and Self Government Improvement Act, the Federal government fully funds several District criminal justice agencies, as well as PDS.

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The assessment found that the PDS remains in the initial stages of implementing strategic planning and performance-based budgeting.
  • The Public Defender Service has identified a workable set of performance measures, but does not yet have the capacity to capture data needed for implementation of a meaningful annual performance plan.
  • The program has its first long-term strategic plan in place for 2005-2009. The organization is currently reassessing its reporting tools and data sets to determine how they may be modified to capture, analyze, and report on the new forms of performance measure the strategic plan envisions.
