Development Assistance to Latin America and the Caribbean

The Latin American Development Assistance program funds activities in the areas of rural development, education, economic growth, trade development, rule-of-law, environment, energy, science and technology, democratic governance, conflict prevention, and human rights.

What This Rating Means

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program supports US foreign policy interests. It addresses several regional challenges: uneven economic growth, a skewed income distribution, weak democratic institutions, narcotics trafficing, deteriorating natural resource base and failing educational systems. The failure of regional governments to achieve equitable economic growth has increased political instability in some countries.
  • The US Agency for International Development Latin American Bureau has undertaken extensive efforts to create common regional measures. For example, country missions track improved local governance, higher primary school completion rates, hectares under approved biodiversity management, and number of people trained to implement trade agreements.
  • The program's goals in Latin America are new and have not yet been linked to funding requests. It has been difficult to determine if resources are going to the recipients best able to use them effectively. This has been identified as a problem and will be addressed under the new foreign assistance reform process.

We are taking the following actions to improve the performance of the program:

  • Developing additional regional performance indicators, where necessary, to incorporate all agency activities.
  • Strengthening the relationship between resource allocation and anticipated agency-wide and regional performance.
  • Refining the analysis of this new performance data to broaden its applications for management decision-making at all levels of the agency.
