National Oceanic & Atmospheric Administration: Climate Program

The purpose of the program is to understand and describe climate variability and change to enhance society's ability to plan and respond. The program also serves as the lead for the US Climate Change Science Program, that coordinates all Federal government climate change science activities.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program has developed appropriate long-term and annual performance goals and has made progress achieving them. The program met all of its performance goals in 2005 and continues to increase climate observations and reduce uncertainties in the magnitude of carbon uptake.
  • Coordination of research and program effectiveness could be improved within the agency and program by consolidating research labs. In 2005, the program began consolidation of some of its labs. As of Oct. 1, 2005 (FY 2006), NOAA consolidated its Boulder laboratories into one lab, the Earth System Research Laboratory.
