What This Rating Means |
NOT PERFORMING Results Not Demonstrated
A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
- The program addresses an identified need for increasing parental involvement as a tool to improve student achievement. However, the program's mission, outlined in statute with six discrete purposes, is broad and unclear.
- The Department of Education has decided to focus the program on services that assist parents of eligible children in taking advantage of parental choice and supplemental educational services (SES) options under the No Child Left Behind Act in order to reduce the extent to which the Centers duplicate the activities of other technical assistance programs.
- The Department of Education is collecting data for performance measures that weigh the quality, relevance, and usefulness of the program's services. Using these measures, the Department may be able to compare the Centers' performance to the performance of other technical assistance programs.

About Improvement Plans |
We are taking the following actions to improve the performance of the program:
- Measuring how the Centers increase parents' understanding of State accountability systems and options for supplemental services and choice under No Child Left Behind.
- Implementing the efficiency measure and continuing work to establish and implement at least one additional efficiency measure.
- Working with Congress to terminate funding for the program.
