This program provides funding for Agency operations at missions around the world and headquarters in Washington, including personnel, facilities, security, information technology, and other support costs.

  • This program fulfills an important need, and has demonstrated effective strategic planning and program management. The Agency has exceeded or met goals for recruitment, resolving financial management weaknesses, improving employee performance appraisals, and providing both information technology and physical security enhancements.
  • The Agency is continuing its efforts to improve financial, human capital, facilities, and information technology management. In addition to focusing on implementing the President's Management Agenda, agency managers are working to restructure operations overseas and in Washington as part of a management efficiency reform iniative.
  • To overcome remaining challenges the Agency must institutionalze performance management in decision making. For example, performance data is not yet fully utilized by managers when making resource allocation decisions.

We are taking the following actions to improve the performance of the program:

  • Increasing the effectiveness and efficiency of agency operations by implementing the President's Management Agenda, as well as other reform initiatives.
  • Continuing to operationalize meaningful performance measures and utilize them in the management of agency operations.
  • Expanding the use of performance-based contracting to better control costs and enhance services provided.
