Bureau of Indian Affairs - Operation and Maintenance of Roads
The BIA road maintenance and operations program provides routine maintenance services on some roads and bridges within the Indian Reservation Roads system, including snow removal, striping, and roadside mowing. The purpose of the program is to support safe transportation and public access through Indian reservations.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
- The program helps meet a need for maintaining roads and bridges on Indian reservations, both as a direct function of BIA and in some cases by providing funding to tribes for this purpose. BIA has maintenance responsibility for a subset of the Indian Reservation Roads system, and some divisions of responsibility within the IRR system are unclear.
- The program funds maintenance activities that are also eligible for funding from the Highway Trust Fund. The purpose of these multiple funding mechanisms and the role of the program in relationship to the work of the Federal Highway Administration in the Department of Transportation are unclear.
- The program has made improvements in collecting data and has established several measures, although additional work is required to enhance these efforts as managerial tools.

We are taking the following actions to improve the performance of the program:
- Working with program partners to establish a clear division of responsibilities within the Indian Reservation Roads system, including performance reporting within schedules and guidelines.
- Working with Congress via coordination with program partners to avoid redundancy of effort, including by reassessing current law regarding HTF funding for maintenance in the IRR system.
- Preparing an annual report on the collection and use of relevant data, including use of a refined efficiency measure, to improve program performance and make management decisions.
