Department of Labor - Bureau of International Labor Affairs
The International Labor Affairs Bureau supports the Secretary of Labor and the President's international agenda. The program produces Congressionally-mandated reports and provides international technical assistance grants focused on reducing exploitative child labor and improving working conditions in developing countries.

What This Rating Means |
PERFORMING Adequate
This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
- The program has never conducted a comprehensive evaluation. There are limited data to assess the overall impact of investments to reduce exploitative child labor and improve living standards.
- Child Labor program goals measure outcomes: the number of children prevented or withdrawn from child labor; countries with increased capacity to address child labor issues; and enrollment, retention and completion rates for children in Department-funded education programs.
- Goals and indicators for the Foreign Relations program need additional work. Currently, the Department measures improved living standards internationally by assessing working conditions, labor law compliance, beneficiaries' economic situations, HIV/AIDS risk behaviors and HIV/AIDS employment discrimination.

We are taking the following actions to improve the performance of the program:
- Conducting a comprehensive evaluation of the program's technical assistance activities to assess the programs' overall impact and effectiveness, including program sustainability.
- Implementing a cost-efficiency performance measure to reflect ILAB's policy functions.
- Assessing the agency's role in government-wide international assistance efforts.
