TSA's Office of Security Technology identifies, tests, selects, and deploys passenger and baggage screening technology security systems best suited to ensure the protection of passengers and baggage from criminal and terrorist acts while on commercial air transports.

PERFORMING Adequate
This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
- The Passenger and Baggage program initiated major improvement since the 2004 assessment. The program has clarified the purpose and improved the design to ensure resources are reaching the intended beneficiaries. In addition, the program collects timely and credible performance information that helps it to allocate resources more efficiently and effectively.
- The program has independent evaluations of sufficient scope and quality conducted on a regular basis. However, it is difficult to determine if evaluation results inform decision making. The program must ensure recommendations garnered from independent evaluations are better integrated into its strategic planning process.
- While the program has made some progress in the development of new long-term and annual performance measures, it needs to continue the effort so that demonstrative results are more apparent. In addition, the program must establish more ambitious targets to help drive continued improvement and to increase accountability.

We are taking the following actions to improve the performance of the program:
- Completing methodology and calculation by 10/31/08 and obtaining Office of Management and Budget approval of the measures by 12/31/08.
- Establishing baseline and targets for level of public confidence of passenger and baggage screening technology by 02/28/09.
- Identifying enhancements and data collection methodologies by 03/31/09.
