National Archives and Records Administration: Electronic Records Services
This program provides guidance and assistance to Federal officials on the management of electronic records, determines the appropriate retention of those records, and preserves and provides access to Federal electronic records required to be preserved in perpetuity by the Federal government.

What This Rating Means |
NOT PERFORMING Results Not Demonstrated
A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
- Results for this program are contingent upon building an Electronic Records Archives that has a greater capability to preserve and provide access to Federal electronic records than is currently available. Because this system is not yet in place, this program is currently unable to demonstrate results.
- The program's purpose and need are clear. Use of technology has created a new records management environment and a proliferation of Federal electronic records, which largely require new techniques and procedures different from those required for paper records to ensure adequate management, preservation and future access.
- Planning and management of the program were found to be relatively sound, though given the new technologies involved, the program needs to maintain close oversight to minimize risk during acquisition. The program also faces a major challenge in ensuring that other Federal agencies commit to sound electronic records management practices to enable the program to meet its overall goals.

About Improvement Plans |
We are taking the following actions to improve the performance of the program:
- Implementing and utilizing earned value management and other strategies to minimize risk during acquisition of the Electronic Records Archives.
- Refining its records management policies and strategies and engaging with Federal agencies to continue methods of improving records management across the Federal government.
