Test & Evaluation Programs

The purpose of this Department of Defense program is to exercise, test and evaluate the performance of weapons and supporting systems during system development and prior to purchase and fielding. Tests are run to ensure that fielded systems operate effectively in their expected threat environment.

NOT PERFORMING
Results Not Demonstrated

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • DoD test and evaluation (T&E) programs generally deliver support as required to fulfill the needs of the development and user communities, but specific goals and measures are needed to track progress quantifiably.
  • Recent re-organizations within the DoD T&E community support a long-range approach to the Department's T&E needs, promoting a more efficient use of limited resources and development of Department-wide strategic plans for the test infrastructure and operational test plans.
  • Because quantified performance and efficiency measures are still under development, it is not possible to determine objectively how well DoD test and evaluation programs are performing relative to the past.

We are taking the following actions to improve the performance of the program:

  • Developing specific performance goals, measures for improvement, and associated timeframes for use in assessing and tracking the T&E program.
  • Documenting evolving metrics in the Strategic Plan for DoD Test and Evaluation Resources.
