Cooperative Threat Reduction
The Department of Defense's Cooperative Threat Reduction program helps states of the former Soviet Union secure and eliminate their weapons of mass destruction (WMD) and prevents proliferation of these weapons, weapons materials, and expertise.

PERFORMING
Effective
This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
- The CTR Program has made a profound contribution to DTRA's goal of making the world safer by combating WMD. Since 1992 the Program has provided assistance to FSU partners and other designated states to secure, dismantle, and destroy WMD. These efforts reduce the possibility that WMD technology may fall into the hands of rogue states terrorists hostile to the US.
- All CTR Program stakeholders are committed to acquisition excellence. Programs have a designated Milestone Decision Authority and key performance parameters for cost, schedule and technical performance are established for all projects. These disciplines along with a Risk Management Plan ensure products and services are provided on schedule, within cost and IAW stated requirements.
- The evaluation of the CTR Program resulted in an "Effective" rating. One finding however is that cooperation from partner countries is required in order to establish and achieve annual and long-term performance goals. A lack of cooperation from partner countries can impact achievement of annual and/or long-term goals and may increase costs and delay schedules.

We are taking the following actions to improve the performance of the program:
- Continuing to meet regularly with recipient countries during Executive Reviews to assess progress and develop binding agreements that tie the long-term goals to annual plans for CTR activity.
- Continuing to establish cost boundaries and phased exit criteria so that CTR's resources are not irrevocably committed if a partner country is not cooperating fully.
- Continuing to advise Congress via the notification process of proposed resource realignments between FSU countries if it is determined that a recipient country can not meet its commitments.
