FHA Multi-Family Mortgage Insurance

The program enhances credit for rental housing developments through the provision of Federal loan guarantees. These guarantees provide a financing option in addition to those available in the private conventional market.

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • There is no strong evidence that the program makes a significant contribution to the availability of affordable housing. Research indicates that its effects are comparable to those of other forms of rental financing in promoting development in areas considered financially underserved.
  • The program has streamlined its application process. It has also increased its efficiency by lowering the cost of its guarantees while maintaining or increasing loan volume.
  • The program has an adverse audit finding. A "material weakness" of its financial transaction system means that this system does not meet standards for Federal agencies.
