National Nuclear Security Administration: Fissile Materials Disposition Program

The Fissile Materials Disposition Program supports nuclear nonproliferation by disposing of at least 34 metric tons (MT) of surplus U.S. weapons-grade plutonium, 271 MT of non-waste surplus U.S. highly enriched uranium, and providing support for reciprocal Russian disposition of 34 MT of surplus weapons-grade plutonium.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program demonstrates proper planning and management but performance results were limited. The program has well defined goals and is tracking cumulative performance. Funds are well managed and controlled but program delays had prevented the award of certain contracts and the obligation of funds in a timely fashion.
  • The program follows agency project management requirements including external reviews. The Mixed Oxide Fuel Fabrication Facility project cost and schedule baseline was been validated by the Department and the project began full construction in August 2007. Pit Disassembly and Conversion Facility project was transferred in 3/08 resulting from the Consolidated Appropriations Act 2008.
  • Program cost and schedule performance was mixed. The Highly Enriched Uranium Disposition program met cost and schedule objectives. The U.S. Plutonium Disposition program has experienced delays due to uncertainty in the related Russian plutonium disposition program and cost growth due to increased technical and security requirements.

We are taking the following actions to improve the performance of the program:

  • Finalizing project performance baselines and obtaining Departmental approvals.
  • Completing certification of project control systems by the responsible federal agency to ensure accurate performance measurement reporting.
