It does not conduct site visits on a regular basis, document the actual use of funds in activity categories, assess program data quality, or assess the program's compliance with the Act to Promote the Education of the Blind.
- The Department of Education has not developed efficiency measures for this program to ensure that it is operating effectively and meeting the needs of its service population.

We are taking the following actions to improve the performance of the program:
- Working to ensure that APH implements revised guidelines for evaluating the quality, utility, and relevance of products.
- Conducting an analysis of existing performance measures based on survey data to determine if there are measures that are no longer needed.
- Conducting an analysis of how Federal funds are being used at APH in order to ensure that the Federal program is complying with the authorizing statute.
