Title I Grants to Local Educational Agencies

This program provides supplemental education funding, especially in high-poverty areas, for local activities that help improve the performance of low-achieving students or, in the case of schoolwide programs, to help all students in high-poverty schools to meet challenging State academic standards.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program has a clear purpose, is well designed to leverage nationwide educational improvement, and effectively targets Federal dollars to school districts and schools with the greatest need for assistance as measured by enrollment of students from low-income families.
  • The program has developed meaningful long-term performance measures, established baselines, and set annual targets required to meet ambitious statutory academic proficiency goals. Independent evaluation data documents moderately effective implementation by the Department of Education and its partners, and first-year data show a rate of progress consistent with meeting performance targets.
  • The Department of Education has expanded and strengthened its monitoring of State and local program implementation, including data-driven desk monitoring and on-site monitoring, identification of correction actions, and follow-up to ensure corrective actions were taken.

We are taking the following actions to improve the performance of the program:

  • Submitting to Congress a comprehensive proposal to reauthorize Title I Grants to Local Educational Agencies.
  • Improving timeliness and transparency related to the collection and analysis of performance and monitoring data to promote effective use of these data to strengthen program management.
  • Strengthening support for the district and school improvement process, including increasing the use of Title I public school choice and supplemental educational services options by eligible students.
