Mentoring Program

The purpose of the program is to provide children with the greatest need with the support and guidance of a mentor in order to improve their academic achievement; improve their interpersonal relationships; reduce their dropout rate; and reduce their rates of juvenile delinquency and involvement in gangs.

What This Rating Means

NOT PERFORMING
Results Not Demonstrated

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The program targets children with greatest need for mentoring services, but is duplicative of other, non-Federal mentoring programs. A 2004 study found that a significant number of school-based mentoring programs, serving approximately 90,000 students, were in existence prior to the creation of the Department's program.
  • The Department has initiated a national evaluation to assess the impact of the program on students' school engagement, academic performance, dropping out, quality of interpersonal relationships, and involvement with high-risk and delinquent behaviors. The results of the evaluation will become available later in 2008.
  • The Department has not demonstrated adequate progress in achieving its long-term performance goals for the program. Initial data on the long-term measures for the program will not become available until later in 2008.

We are taking the following actions to improve the performance of the program:

  • Continuing to provide training and technical assistance to grantees to strengthen their program implementation and thereby improve program outcomes.
  • Completing and disseminating nationwide the results of the program evaluation, and continuing to collect and report grantee data on outcome measures for the program.
  • Working with Congress to eliminate funding for this duplicative program.
