English Language Acquisition State Grants

This program aims to improve the education of limited English proficient children and youths by helping them learn English and meet challenging academic achievement standards. Funds are distributed to States through formula grants based on limited English proficient and immigrant populations.

NOT PERFORMING
Results Not Demonstrated

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • Although the program has been relatively successful in facilitating States' development of aligned language curricula and assessments for limited English proficient students, outcome data on the impact of this program are not yet available.
  • Performance measures for tracking program implementation, such as whether States have successfully developed assessments that are aligned with State content standards, have been developed, baseline data have been collected, and targets for future performance have been set.
  • Three scientifically based evaluations exploring various instructional approaches for limited English proficient students are currently being conducted by the Department's Institute for Education Sciences. The results of these evaluations are expected in 2008.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Implementing performance measures that capture student progress and attainment of English language proficiency and the performance of Limited English Proficient students in academic content areas.
  • Collecting baseline data for implementation and efficiency measures and using this information to set ambitious targets for improvements in program management and operational efficiency.
  • Completing evaluations and disseminating results to inform States' decisions on which instructional approaches should be used.
