The program helps improve results for children with disabilities by promoting the development, demonstration, and use of technology; supporting media services activities that have educational value in classrooms; and supporting captioning and video description appropriate for classrooms.

What This Rating Means |
NOT PERFORMING Results Not Demonstrated
A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
- The program has established performance measures to assess the quality, relevance, and usefulness of Technology and Media Services projects for parents, teachers and administrators. But, the methodology for using data to determine performance has not yet produced consistent performance findings.
- There has been no independent evaluation of the program's effectiveness. Such an evaluation is needed in order to gain information on how the program operates, its impact on parents, teachers, administrators, and others working with children with disabilities, and how it can be improved.
- The program has established two specific long-term measures dealing with developing and validating technologies that incorporate evidence-based materials and services, and making available technologies that incorporate evidence-based practices, but has not collected data on these measures.

About Improvement Plans |
We are taking the following actions to improve the performance of the program:
- Collecting and using data on measures dealing with the quality, relevance, and usefulness of the program to produce consistent performance findings.
- Working with the Institute of Education Sciences to develop a plan for evaluating special education programs.
- Collecting performance data on long-term measures in areas critical to improving results (assessment, literacy, behavior, instructional strategies, early intervention, and inclusive practices).
