Migrant and Seasonal Farmworkers

The purpose of the program is to increase employment opportunities for migrant and seasonal farmworkers who have disabilities. Competitive grants fund projects to develop innovative methods for reaching migrant and seasonal farmworkers with disabilities.

Results Not Demonstrated

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The program serves a very difficult to reach population, but duplicates activities that may be funded through the much-larger Vocational Rehabilitation State grants program.
  • Although the program has an annual measure, it needs to adopt long-term measures, implement an efficiency measure, and decide whether to adopt the job training common measures.
  • Although the program annually collects performance data, it is not credible nor is it made available to the public or adequately used for managing the program.

We are taking the following actions to improve the performance of the program:

  • Working with Congress to terminate this duplicative and overlapping program.
  • Developing long-term performance measures and measuring how project costs are linked to achieving employment outcomes.
  • Improving use and transparency of project data to manage the program, including posting summary analyses and key data on the web.
