Rating
What This Rating Means |
PERFORMING Effective
This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
- The program is focused on achieving meaningful performance outcome goals. For example, the program assesses the quality of jobs refugees secure by setting as a target: increase average hourly wages. In FY 2005, 30 States reported higher wages at placement than in FY 2004.
- The program works well with its partners, including State Refugee Coordinators, voluntary agencies, and ethnic organization partners. Together, they set program performance goals, review progress against annual and long-term goals, and establish new benchmarks for the coming year.
- The Refugee Cash and Medical Assistance program has demonstrated improved efficiencies since 2000. The cost of assisting a refugee has fallen by about one-third due to improved efforts to move refugee arrivals into the workforce soon after arrival and to move refugees from entry-level positions to jobs with health insurance.
