Human Trafficking

The program's purpose is to maximize the number of victims of human trafficking who are detected and rescued, so that they may regain their dignity and safely rebuild their lives in the U.S. The prorgram identifies and certifies victim eligibility, links victims to services, and increases public awareness.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The Human Trafficking program is well-managed and focused on achieving results. Performance data is regularly collected, and program partners are held accountable for meeting program goals. Program funds are spent in a timely manner for the intended purpose.
  • In response to difficulties in early implementation, the program has taken major steps to improve its design, management, and performance. Major changes in the program design were made to meet the statutory goals when the initial assumptions about how to identify victims were found to be incorrect, and the program has taken important steps to improve its planning and monitoring.
  • The program works well with partners, including grantees, contractors, and federal agencies who work with victims of trafficking, to set program performance goals. Though law enforcement and Health and Human Services have different missions- respectively, to investigate and to provide services- all partners work together to increase the number of victims detected and rescued.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Improving strategic planning by systematically collecting information from practitioners about best practices for identifying victims of trafficking.
  • Improving procedures for allocation of funds to organizations and implementing new systems to more effectively shepherd and track identified victims through the certification process.
