Rating

What This Rating Means

NOT PERFORMING
Results Not Demonstrated

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The program has a clear purpose and mission but issues regarding the structuring of the program need to be resolved.
  • The program has established specific long-term and annual performance measures to help track its progress but baselines and targets are still in process.
  • Procedures for awarding grants are based on a competitive process. However, opportunities for improvement exist in meeting deadlines, holding grantees accountable and working with key stakeholders.

Improvement Plan

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Establishing FY07 the baselines and targets for its newly-created long-term, annual and efficiency measures. When possible, measures will be reported in FY07.
  • Developing (Grants and Training) a compliance policy that addresses award withholding and funding draw-downs for grantees delinquent in their reporting and monitoring requirements.
  • Collecting (Grants and Training) grantee performance information, develop analytical processes and report it regularly in a publicly-accessible forum for decision-making purposes.
