  • The program has developed robust partnerships with state, local, and tribal actors, but these parnterships have not enabled the program to meet its goals.
  • Lack of evaluation has hindered the program from developing an appropriate appropriate long-term strategy that includes suitable performance measures, realistic targets, and anticipated resources for the outyears
  • Inadequate program management, particularly in terms of implementing strong financial controls and achieving cost effectiveness, hinders execution.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Collecting data nd establishing targets for long term, annual and efficiency measures in fiscal year 2008.
  • Developing an expenditure plan that lays out schedules, tracks data on an annual basis and ensures that the expenditures are consistent with the mission and goals of the program during FY 2007.
  • Engage the DHS Inspector General and other independent evaluators to develop comprehensive evaluations that will focus on: the effectiveness of the program and coordination with partners.
