Science and Technology: SAFETY ACT
The SAFETY Act Implementation program addresses the need to protect developers, manufacturers and sellers of qualified anti-terrorism technologies from liability risks that could deter the development, deployment and commercialization of effective anti-terrorism technologies.

What This Rating Means |
PERFORMING Effective
This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
- Long-term and annual performance measures and targets are clearly quantifiable, show progression and are currently showing results. The program has aligned all measures to the long-term goals and have now have a plan to achieve those goals.
- Extensive outreach and education efforts have helped increase the visibility of the program. Special emphasis has been given to reaching business sectors that can provide effective technologies for known anti-terrorism gaps.
- More effective and efficient processes are now in place that allow for easier access for application. The program introduced a pre-application, improved the website, created an easier application kit with better user guides and opened a 24-hour helpdesk.

About Improvement Plans |
We are taking the following actions to improve the performance of the program:
- Increasing outreach efforts to broaden the base of applicants to include areas of science that address anti-terrorism gaps.
- Developing a 5 year plan that lays out the planned activities and milestones. The plan is updated on an annual basis and feeds into the larger document developed by the S&T Directorate.
- Transitioning into the DHS IT staging environment which will provide accredited and certified systems and lower operating cost.
