National Protection & Programs Division: US-VISIT Exit and Entry System for Visitors

The United States Visitor and Immigrant Status Indicator Technology Program mission is to create an automated entry and exit system that matches alien arrival and departure records and incorporates biometrics to screen visa applicants and applicants for admission to the United States.

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • US-VISIT has been successful in deploying entry capabilities to air, sea, and land ports of entry and Department of State consular offices within budget and within set deadlines.
  • US-VISIT must now address the integration of immigration and criminal information, the implementation of ten print collection project, and the deployment of exit capabilities beyond the initial pilots.
  • The program has outcome performance goals to measure the success of its initial deployments. However, it must now develop and refine additional measures for all future capability enhancements, including the IDENT/IAFIS project, transition to ten print collection, and all future capability enhancements.

We are taking the following actions to improve the performance of the program:

  • Finalizing a long-term strategy in 2007 with performance measures that have specific milestones and targets. This effort will incorporate a review of partners' goals and measures.
  • Developing performance measures and baseline data for IDENT/IAFIS project, transition to ten print collection, and future capability enhancements in 2007.
  • Resolving Government Accountability Office recommendations.
