Multipurpose Law Enforcement Grants
The Byrne Grants are intended to allow states, tribes, and local governments to support a broad range of activities to prevent and control crime based on their local needs and conditions.

What This Rating Means |
NOT PERFORMING Results Not Demonstrated
A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
- The program funds a variety of potential local law enforcement activities rather than a clearly defined, specific or existing problem, interest, or need. With program funds eligible to be used for multiple purposes, the Department of Justice cannot target the funds to high priority uses.
- There are no meaningful goals for the program. Performance measures are still under development. Grantees are not required to report on performance. As a result, it is difficult to determine what the program is accomplishing.
- An evaluation is needed to establish whether the program is effective and achieves results.

We are taking the following actions to improve the performance of the program:
- Recommending replacing the program because it is unfocused and cannot demonstrate results.
- Defining long-term and annual goals for the program, as well as performance targets, and planning to collect performance data from grantees.
- Planning evaluation work to determine the impact of the program.
