Homeless Veterans Reintegration Program

The purpose of the Homeless Veterans Reintegration Program is to help homeless veterans find and retain employment. The program provides competitive grants to community-based organizations which coordinate the broad range of housing, medical, and employment services.

What This Rating Means

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The employment focus of the program takes advantage of the long-standing experience of the Labor Department in providing employment services. Each grantee is assisted by an employment specialist funded by one of the Department's State grants programs.
  • Grantees are held accountable for the employment outcomes of the homeless veterans served. Job placement, retention, and earnings are tracked, and grantees that reach their performance goals can have their grants extended. In 2005, nationwide, 65% of program participants entered employment and 58% retained their jobs.
  • The effectiveness of the program has not yet been independently evaluated. An independent evaluation is planned, beginning in 2007.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Conducting a rigorous evaluation, to begin in 2007.
  • Continuing to improve cost effectiveness and reducing cost disparities across grantees through a competitive grantee selection process and monitoring.
  • Strengthening accountability by instituting common performance measures that will allow comparison between various job training programs. Measures will track employment, retention and earnings.
