Protection of Foreign Missions and Officials

This program ensures the physical protection of visiting dignitaries to the United States. It is the only United States Government program that reimburses law enforcement for Extraordinary Protection services to foreign dignitaries and diplomats currently working in or visiting the United States.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The current design of the program is the most efficient and cost-effective approach at this time. Rather than accruing additional travel and personnel costs to provide functions that already exist in a particular city or location, the program reimburses other service providers for their provision of protection for dignitaries rather than the State Department providing protection directly.
  • Budget requests are not transparent and are not explicitly tied to accomplishment of performance goals. State is working to address those issues by hiring new staff to focus entirely on budget and performance integration, and developing new management and tracking tools.
  • Due to the sensitive nature of the security protection provided, the exact numbers of personnel and methods used cannot be disclosed to the public, however, State is working to develop ways to more clearly define their activities.
