International Disaster Assistance

The program provides relief and rehabilitation to people abroad experiencing man-made and natural disasters and also helps countries respond more quickly and effectively to future disasters. The Office of Foreign Disaster Assistance leads and coordinates the US government response to foreign disasters.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The Office provides timely humanitarian assistance to foreign disasters, coordinating the US response, including the military's relief efforts. It often assists for years in long-lived, complex emergencies, generally following conflicts. In some cases, other US development programs could take over at least part of this assistance and free up the Office's funding for unanticipated disaster needs.
  • The programs seek to save lives and reduce suffering. For protracted complex emergencies, the Office is making progress in establishing related performance measures (such impacts on malnutrition and mortality). The Office will be working to ensure that these measures are used internally and by its implementing partners and to develop additional measures to assess effectiveness across-the-board.
  • The Office often collaborates well with other US agencies, foreign relief agencies, international and non-governmental organizations. It often provides critical input to improve timely and effective disaster assistance response. But the Office and the other relief agencies and organizations with whom it works could all improve their coordination.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Integrating assistance needs in protracted emergencies better with other US Agency for International Development programs in order to reduce the Office's long-term presence in these countries.
  • Improving and expanding the use of performance measures across protracted emergencies, including ensuring that certain key performance data are measured reliably and uniformly across emergencies.
  • Developing additional measures of cost-effectiveness, including reviewing cost-effectiveness when doing post-crises assessments and evaluations.
