Interagency Cooperative Administrative Support Services

This program is a voluntary shared administrative services platform for agencies at US diplomatic facilities overseas. The purpose of program is to provide quality, cost-effective administrative support services through a shared-services, full-cost recovery system. The State Department is the principal service provider.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • This program addresses a specific need for a consolidated administrative platform for more than 50 agencies working overseas. A shared-service system reduces the need for individual agencies to self provide services, such as financial, HR, IT, motor pool, and security services, reducing overall staffing and support requirements. The program generally provides quality services to its customers.
  • The program has fallen short on meeting one of its principal strategic goals of cost containment. From 2001 through 2006 the average per capita cost growth was approximately 7.5%. Until recently, the program has lacked the performance measures and cost matrices necessary to gauge progress, track and identify trends, and promote new efficiencies and cost reductions.
  • The program has a largly decentralized management structure. Stronger central management is needed to track performance, improve accountability, develop global management strategies, and create incentives to streamline and reduce cost. In addition, because the program is a voluntary system, some agencies have opted to self provide services, which has resulted in unnecessary duplication.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Developing individual performance targets for the program service providers that contribute to meeting overall performance goals.
  • Developing specific management strategies and tools to assist service providers in meeting individual and overall global performance targets.
  • Working with State Department and customer agencies to develop a business case analysis format for agencies to justify the self provision of services that could be duplicative of this program.
