Inter-American Foundation
The Inter-American Foundation helps reduce poverty and foster democracy in Latin America and the Caribbean by supporting grassroots organizations in self-help development projects. It delivers its support through small, competitively awarded grants and shares lessons learned throughout the development community.

What This Rating Means |
PERFORMING Moderately Effective
In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
- The Foundation has demonstrated an effective approach to grassroots development, and this approach has been applied throughout the development community. Grants produce tangible benefits for poor communities, provide important lessons to other organizations operating at the grassroots level, and demonstrate the U.S. commitment to helping the poor in the region.
- The Foundation has taken important steps toward overcoming its strategic planning and performance management challenges, and has succeeded in improving the effectiveness of its program without significant increases in overhead. It has done so by focusing on performance measurement and evaluation, and increasing partnerships and counterpart contributions.
- Its commitment to funding innovative proposals submitted by grassroots groups carries the risk that some projects will not achieve all of their goals. The grant selection process is designed to minimize this risk, but the IAF must continue to work to recognize weaknesses that might undermine a project and take corrective action early in the lifecycle of the grant.

We are taking the following actions to improve the performance of the program:
- Requiring that grantees set clear, achievable goals, and possess sufficient planning and management capabilities.
- Incorporating lessons learned through evaluations of closed grants in the review of new proposals.
- Improving the link between budget requests and program performance by better illustrating the effects of different funding levels on anticipated performance.
