International Information Programs

These programs, products, and services help build understanding between the U.S. and international audiences and work to counteract negative perceptions of the U.S. They deliver America's message to the international media, government officials, opinion leaders, and the public in more than 140 countries in seven languages.

What This Rating Means

PERFORMING
Adequate

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The program improves target audiences' understanding of U.S. policy through speakers, websites, and electronic and print publications. The program's focus on articulating US policies directly to international audiences is especially critical in light of the growth of anti-Americanism and the threat it poses to the U.S.
  • IIP has developed a comprehensive strategy for performance measurement. In coordination with the Public Diplomacy Evaluation office, there are baselines and targets in place for seven of IIP's eight measures, and data collection is beginning on the eighth.
  • The Department has institutionalized the process of including performance measures in its annual budget requests. As part of the FY 2009 Congressional Budget Justification, indicators have been added to show linkage between Bureau performance in reducing anti-American sentiment and improving understanding and the requested funding.

We are taking the following actions to improve the performance of the program:

  • Completing development of performance measure framework. Obtaining data for baselines and developing ambitious targets in 2007.
  • Developing a comprehensive system of identifying target audiences and ensuring that products and services reach target groups with intended results.
  • Providing resource requests with direct links between funding levels and performance objectives.
