President's Emergency Plan For AIDS Relief: Global Fund

The Global Fund is an international institution dedicated to managing and disbursing resources to reduce infections, illness and death from AIDS, tuberculosis (TB) and malaria. The United States contributes to this multilateral effort to address these diseases and encourages other countries to increase their contributions.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The Global Fund reported that it met its 2007 targets. In December 2007, it reported 630,000 new HIV/AIDS patients on anti-retroviral treatment (to 1.4 million total); 1.3 million additional TB cases treated through Directly Observed Treatment (DOTS) (to 3.3 million total); and 28 million additional treated bed nets distributed for malaria prevention (to 46 million total).
  • Several aspects of the Global Fund's financial management practices require review and strengthening. The Fund is putting in place a new mechanism to evaluate performance of Local Fund Agents, which must verify and report on expenditures made by grant Principal Recipients. The Secretariat has put in place a new requirement to report on grant budgets broken down by programmatic activity.

We are taking the following actions to improve the performance of the program:

  • Improving the Global Fund's policies governing Local Fund Agent responsibilities and performance.
  • Working with the Global Fund Secretariat to improve its performance-based systems to include reporting on program activity by budget amount and reporting on sub-recipient activity.
