Contributions to International Organizations

The United States is a member of more than 40 international organizations pursuant to treaties, conventions, or Acts of Congress. Examples include: United Nations, World Health Organization, UN Food and Agriculture Organization, and Organization for Economic Cooperation and Development.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • Generally, organizations funded by this program possess clear and concise goals and and provide unique benefits to the United States. For example, US membership in the World Health Organization will improve global public health preparedness and combat avian and pandemic influenza.
  • Several performance measures appear to focus on processes instead of what they are supposed to achieve. For example, a measure for streamlining administrative and financial processes to achieve efficiency gains is more focused on the process and less on a measurable outcome.
  • The program does not effectively tie US foreign policy goals with State Department's budget request. For example, budget requests are typically justified by historical ties to an organization and not by achieving US objectives in these organizations. For FY 2008, State Department revised its budget justification to include progress on critical foreign policy objectives in member organizations.

  • Determining whether sufficient progress has been made in meeting targets so that milestone-based measures be converted to quantifiable measures, where appropriate.
  • Improving the prioritization of items in the proposed Program of Work and Budget so that it focuses resources on areas where the organization has a comparative advantage.
