International Narcotics Control and Law Enforcement Programs, South Asia

The program supports the emergence of effective rule of law institutions in Afghanistan and Pakistan by 1) disrupting the overseas production and trafficking of illicit drugs and 2) developing stable criminal justice systems to strengthen law enforcement and judicial effectiveness.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The program's budget request fails to explain the impact of funding levels on expected performance or the attainment of long-term outcomes. Greater clarity would allow managers to make funding decisions based on program performance.
  • The program lacks sufficient resource oversight and financial management systems. A planned increase in staff and a new financial system should provide greater oversight and more accurate and timely fiscal reports.
  • The program has sufficient measures to gauge program success although it is unclear if the current mix of counternarcotic programs will acheive the most cost-efficient results. The program does not currently have data for its measures but anticipates collecting data in the next several months.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Developing a new efficiency measure to track annually the full program cost per hectare eradicated by the Afghan Eradication Force.
  • Hiring staff to ensure proper oversight of funds and extending the Bureau's new financial management system to this program.
  • Analyzing if the mix of activities funded for five-pillar strategy is effective in reducing illicit drug activity and assuring that resources are targeted to activities with greatest impact.
